In-Person ID Card Application (Basic)

Please read carefully: After making the payments in items 7 and 8, you can also submit your application via e-Government (e-Devlet) through the “Özel Güvenlik Kimlik Kartı Başvuruları” (Private Security ID Card Applications) menu. This way there is no need to prepare documents or go to the police.

However, if you get an error and cannot complete the application, you need to prepare the documents below and hand them in to the police in person. For this, an appointment must be made online. On the date and time of your appointment, the documents are taken to the Şişli District Police Directorate (Şişli İlçe Emniyet Müdürlüğü) and handed in. Once your procedures are complete, your ID card is sent by post to your residential address.

Different documents may appear on the internet and on the police website; disregard any information outside this list.

To make an appointment, you can use http://e-randevu.istanbul.pol.tr. If it shows as fully booked, check again the next day. New days are opened every day. If you get stuck at any point, write to our WhatsApp line at 0530 405 13 59.

1. Original and photocopy of the basic training certificate (provided by our course).
2. Health board report from a state hospital (you will use the report you obtained when enrolling in the course).
3. Original and photocopy of your education document (diploma, certificate of completion, student certificate, etc.) (an e-Government printout is also accepted).
4. Photocopy of your identity card (nüfus cüzdanı).
5. Photocopy of a document showing your blood type (a photocopy of your driving licence is also accepted); it can be obtained from any healthcare institution.
6. 1 biometric photo (the background must be white, taken from the front, and clean-shaven for men).
7. Private Security Licence Fee payment (8,568 TL for 2026): It must be paid at the cashier's desk of a tax office near you. Candidates who already hold an unarmed private security guard (ÖGG) ID card and are converting it to armed will not pay this fee.
8. ID card fee (550 TL for 2026): The fee can be paid at a Türkiye Halk Bankası branch counter under the “ÖZEL GÜVENLİK KİMLİK KARTI TAHSİLATI” (Private Security ID Card Collection) payment. At an ATM (only Halkbank ATMs can be used), select the menus in order “GİRİŞ, FATURA VE ÖDEMELER, DİĞER ÖDEMELER, ÖZELGUV.KİMLK KART-POL.TES-” (Login, Bills and Payments, Other Payments, Private Security ID Card), then enter your phone number and Turkish ID number (TC kimlik numarası) and continue.
9. Petition and tracking slip: The system displays them on screen when you make the appointment online. You just print them out and sign them. If you cannot print them when you make the appointment, download them to your computer or phone; they can be printed later.

Where to submit the documents: Istanbul Private Security Branch (İstanbul Özel Güvenlik Şubesi), located inside the Şişli District Police Directorate (Şişli İlçe Emniyet Müdürlüğü). By metrobus, you can get off at the Mecidiyeköy stop.
